I installed MATE 1.16 on Mint 17.3 with few issues. Do some googling. You'll have to update your GTK 3+ to =>3.14 but there are instructions to do that too. If you're on Mint 18.0 then the process should be even easier. Good luck!

You could also try the Compton window manager. It's available by default in Mint 17.3 and should do what you want according to what I've read, while still being lightweight.

Agree with others who suggested your problems are probably due to a bad installation disk burn or image file. I don't care what the release notes say for minimum system requirements but I know for a fact that 512 MB of RAM is too little for something as graphics intensive as Cinnamon/Gnome 3.x or KD...

You can use the liquorix kernel which is updated frequently. I'm using it now and it's at version 4.0-2. Plus it speeds up the system.

It's going to be difficult to achieve what you want because when a user plugs in a USB drive, it gets mounted to /media/username/something and that 'something' is owned by the user who created it and therefore s/he has full read-write access. Why don't you just use another kernel that is non-PAE? You're not restricted to the kernels that are in the Mint repository you know.
