How to make incoming messages (i.e. Skype) flash in taskbar

I'd like to make it so that the taskbar entries for Skype conversations flash or change color when a new IM is received (I have Skype's default setting turned off so that each conversation opens a new window). Ideally I'd like it set to something like in Windows 7 taskbar, where the taskbar entry for that conversation turns orange until I click on it to see the new message. Flashing/blinking is an ok alternative. Either way I'm assuming KDE can do one or the other, if not both -- but right now it does nothing in Linux Mint 13 KDE.
