Syntek Webcam problem

I'm currently using a clean install of XFCE Gloria on an Asus FJ3 laptop with a built-in Syntek webcam.

The problem is that the webcam turns on spontaneously when I browse to certain sites (specifically, if I start a video on France24.com and also when I navigate to Skype.com). Once it's on, there's no way to turn it off (I have tried the rmmod command and while it appears to work (no error message), it has no effect on the webcam). Even a reboot doesn't turn off the webcam. The only way to turn it off is by shutting down fully.

This problem has been known for a while (I first discovered it with a Xubuntu/Kubuntu install of Intrepid 8.10). It's been batted around a bit on the Ubuntu forums, but no one has ever managed to figure it out or find a workaround or other kind of solution. It's frustrating that the problem seems to be a part of the OS and isn't apparently on anyone's list to fix any time soon.

If anyone here has any suggestions or thoughts, I'd appreciate the help.

Thanks for this suggestion, but it didn't work. I used the site you noted to deny all access to my webcam and microphone. I then went to the France24.com video on Haiti and the camera came on. Right clicking in the Flash video on France24.com brought up the settings window. It shows my camera to be stk (v4l2). I take that to mean the stkwebcam module (Syntek camera) using Video4Linux (which was set up when I installed Gloria XFCE).

When I check the settings for the access within the France24 video, it shows Deny and Remember is checked.
