I'm using a gnome shell session. When I press Alt+F2, the "run command" box does not appear.
I have used xev to test whether the keys are even sending signals to the X server, and they are.
Alt + F2 does launch run command dialog

check in system settings > keyboards > shortcuts > system if the alt+f2 run command combo is enabled.
