first execute this command:

fbsetbg -f /Path/to/wallpaper.png

Now open the file ~/.fluxbox/startup (for example in terminal: "sudo nano ~/.fluxbox/startup" | if nano is installed, to install nano type "sudo apt-get install nano") and fill in, where you want but before the line "exec /usr/bin/fluxbox", the following line

/usr/bin/fbsetbg -l &

reboot and you got a new wallpaper
