How to disable wifi completly? Security issues

How can i disable wifi and bluetooth completly so im sure it cannot be used? Becaus i have some network problems, suddenly my upload are 30mb/s in and out, and if i disconnect the cable from the wired network its still uploading at a speed of 30mb/s.. But to where? The only answer i have is wifi..

Can you not disable them in the BIOS?

No i cant since it a computer from school with locked bios, some other ideas?
