As you can see from http://www.linuxmint.com/release.php?id=17 there is NO cd version of KDE, so there's no Mint4Win...sorry to disappoint you. Apparently, there's a bug that prevents the DVD version's Mint4Win from working. Lets hope it is fixed in the future!
Why don't you want to manually install Mint? It's not hard! 8)
