not good: menu always on top

hello,
i've been trying out a few linux versions, and on windows i've been using blackbox, but here's something i haven't figured out:
when i move a menu a little, thus making it sticky, then open sth from that menu, the window doesn't come on top but stays under the menu. in other words, sticky menus are always on top.
how can i change this behaviour?

edit: just to make that clear, i'm talking about linux mint fluxbox isadora.
