Hello,
There is an Amateur radio publication called QRP Quarterly. It's focus is aimed at the build it yourself amateur radio operator with an emphasis on low power operating, five watts or less, all for the fun and challenge of it.
Page 47 of the current issue, Fall 2009, has an article entitled "A Frequency Counter Project", by Dieter Gentzow, W8DIZ. Part one of this new project has the reader installing Linux Mint. The article is complete with screen shots, links and helps for installation. QRP Quarterly's web site is qrparci.org/.
