How To Add Avatar Pic From Local Drive

Here's my dumb question of the week....how do I change my avatar pic to a file I have on my hard drive? Only a list of flags appears as options, or a custom url option. I tried uploading my pic to Drive, Dropbox, and Mega and copied the link url for the pic, but it rejects the url on all of them.

Here's a tip: If you want to know where other members' pictures are hosted, right-click on a picture and select 'View image', then look in the address bar.
