Change the default user themes for new user creation

I am considering building a new "thin client" for a server project based on Mint.
BUT, I am having a heck of a time finding where the base settings are for new user account creation. I would like to set a different wallpaper and icon set, etc for all new users created.
Any help you might have to offer would be incredible.
