Just installed 'Mint'. i'm a noob to Linux. Looks cool so far.
Wanted something simple to boot quick and be surfing or watching flix.
I had to install version '10' because i only had a 700MB CD-RW (no DVD) and i don't
think this machine will boot to a USB. I hope i can upgrade to 14 but i was having some 'package'
and 'server not reachable' issues.
Am i supposed to be sent a registration code now that i've posted?

From a technical point of view it’s no longer tied to the Ubuntu schedule, so it could be released at any time, there’s no technical relevance between 14.10 and 17.1. Now, with that said, the 6 months cycle gave us rhythm and although quality and content dictate releases going public or being held back more so than dates or vague deadlines, the idea of a late November release is still there within the team and it helps us working towards that target.

The reason you can't reach the server and download packages is because the server isn't there anymore. Mint has Long Term Support versions that they support for 5 years. Mint 10 isn't one of them. The oldest version of Mint still in support is Mint 13, which is supported until spring of 2017. Mint 17 is supported until 2019. You will have exactly the same problem with Mint 14.
There is a utility called "plop" that will allow you to boot to a USB even on computers that don't otherwise support it. You might have a look at that. I've never used it myself, but I've seen it mentioned on various forums, and apparently it works well.
I recently installed MX-14 Linux on a couple of computers. It fits on a CD, and seems to work quite well. Another option you might consider is the minimal/network install of Debian. The .iso file for that is only a couple hundred megabytes, fits on a CD easily. I think Ubuntu might have something like that, too, but I'm not sure.
