BIOS Boot Question

I do not know if this is strictly a BIOS question.
I do not know if this is a newbie question.
BACKGROUND:
I own a desktop with a GIGABYTE motherboard and AWARD BIOS. The HDD started with Windows 7. I decided to delete the dedicated Windows 7 OS and replace the OS with LMDE 2012 64-bit xfce.
PROBLEM:
When I press F12 during start up to manually choose the boot order in the BIOS the keyboard and mouse become disabled and I am unable to choose and option. So I end up reseting the computer. So I instead just set the boot order in the menu when I press F9 instead and the computer ends up choosing the CD/DVD option automatically when I install a LIVE Linux DVD. (DVDs are the only mediums I use for Linux distro isos)
QUESTION:
Does anyone on this forum know how to fix the problem I have with the keyboard and mouse when I press F12 on startup?
