[RT2790 Wireless 802.11n] Not auto scanning or connecting

After a little more than a year using Olivia, I had some problems with it and decided it was about time to make the switch to a rolling release of LMDE 201403. During the install process, I was able to connect to the router via wifi and continued along with the install.

On its first standalone boot from the HDD, I could still connect but could not get the update manager to update. I decided to switch to ethernet and get my updates. I did another reboot to check if my wifi would work better now but Network Manager says Wifi is disconnected. I tried turning the wifi on and off using Fn+F2 keyboard shortcut but I was still getting the same messsage.

I did an rfkill list all to check if it was soft blocked for a reason and found this:

I am stumped on what to do next. This is my first time on LMDE and I tried switching back to Olivia but it seems the problem remains the same. Any thoughts on what I should check next?

After a few reboots with wifi on, it is now automatically connecting to my router for some reason. I checked dmesg for any changes and nothing seemed out of the ordinary.

However, now I am unable to browse websites and after a few minutes network manager just restarts itself and connects again.

I looked up connection info from network manager and I start at 150Mb/s but it slowly drops to 1Mb/s. I tried disconnecting via network manager and reconnecting again and I get the time out again after running dmesg.

I am able to ping the router but trying to ping anything outside the router gets packet loss. Nslookup doesn't work either since it says the connection times out.

This is still an ongoing problem. I have another computer connected wirelessly through a router and it maintains its 72Mbps speed.

Any troubleshooting steps I should try to find out what the problem is?

Tried doing all the related steps that can help but nothing has really changed. I even went as far as disassembling the netbook and reseating the wifi (did a little cleaning too.)
