Video playing VLC or Totem

Hello i have an new monitor an 22 inch and the screen quality is super but when i play an movie with vlc or totem the quality is poor, the video is not sharp and have blocks in it i think an setting must be changed how to change the settings so the video playing is correct. :?:

VLC or Totem can't magically make a poor quality video look good. Garbage in garbage out. When it comes to DVD quality or worse video what you're doing is blowing up a 720x480 image(if that) to something like at leaast 1680x1050, you're going to see blocking and artifacts. If you want HD quality get HD content.
