I've searched online for any comparison between the 3.2 linux kernel and it's 3.9 counterpart but found nothing.
It's as if people aren't even discussing the differences.
I know the 3.9 kernel has better support for AMD/ATI stuff, but what other pros (or cons!) are there to upgrading?

Check out kernelnewbies.org/Linux_3.9 and _3.8 and _3.7 etc for a reasonable summary.
If you have no problems to fix, then don't bother. If you like to experiment with new features, there have been numerous changes and additions:
386 support removed
Bunch of new devices added
F2FS file system for SSD
BQL and other fixes to reduce bufferbloat (improve latency spikes on network)
Better GPU support is probably the biggest thing for most users.
