Can't login to console; locale problem?

Hi All!
I have installed LMDE with locale ru_RU.UTF-8.
I can login to X after I switch keyboard to english at login screen.
But if I switch to console (Ctl-Alt-F1) I can't type a user name in english.
Some russian letters appear and most letters appear as diamonds.
Tried all combinations of Alt, Ctrl, Shift, WinKey keys to switch to english, no luck.
Tried dpkg-reconfigure locales to switch system locale to en_US.UTF-8, still the same.
Where the default keymap is configured in Mint?
