My back up computer is an ancient (2001) one which is running Windows XP SP3 and LMDE. I last updated it via Update pack 8 it in Feb this year when I also upgraded to a new computer. "Oldie" has a 1.4 GHz Athlon chip, 1536 mb RAM, and a 320 Gig HDD partitioned between Windows XP and LMDE. And it still runs remarkably well.
My Question: When will the next upgrade pack be released as I wish to upgrade "Oldie" prior to the new Upgrade Pack 9 being released. Since it is a desktop, it is a real bear to move it and connect my mouse, keyboard and monitor. "Oldie" is a fairly heavy beastie.
Thanks,
tlcmd.

Lets say that even if it's not an UP, a massive upgrade will probably be available in November, when Jessie will enter freeze. This said, as usual the answer of your question is 'when ready'.

tlcmd, I don't if you are not up on LMDE news, but no more UP's for LMDE.
LMDE will be moving from Debian Testing to Debian Stable approx.around Nov.when Debian will freeze Jessie. Then LMDE will kind of move like LM Main will now being based on Ubuntu's LTS version's. This is all new for us so we will have to wait and see how this all pans out.
