Hi!
I think it's this bug that Mate has inherited from Gnome2.
https://bugs.launchpad.net/gnome-settings-daemon/+bug/649809

http://linuxmint.com/rel_debian.php
GTK theme and icons fail to load

Sometimes the MATE session fails to theme itself properly and shows up with ugly looking panels and icons. This is due to a race condition with MDM and it usually only happens in live mode. There are a number of workarounds for this. If it happens rarely, simply retheme the session by typing "mate-settings-daemon" and "killall caja". If the problem persists, you can add a "killall gnome-settings-daemon" and a "killall mate-settings-daemon" in the PreSession's default script for MDM. Alternatively you can switch to GDM3. Note that users reported similar issues between GDM and Gnome and even LightDM and Unity.

Try Linux Mint 13, it works very well.

The bug seems to be still around in 1.4.1-1 (running on stock Ubuntu 12.04). mate-session-manager is 1.4.0.2.

Have any upstream fixes in the Gnome code (if existing) found their way into the Mate codebase?

It's better if you ask on one of the forums that are actually connected to your OS/Desktop.
This place is for running Mate under Linuxmint.

Ubuntu section of the Mate forum:

Here is the Mate project page and bugtracker:

Good luck!
