How to Lock Down Mate Panel?

How to Lock Down Mate Panel?

I have set up several Mint installs for about a dozen elderly people. The only problem I ever have with their use of linux is that some of them lose the Panel Icons and accidentally change positions of them.

In Gnome2 I can lock down the panel, once it's set up to my liking, by:

Alt-F2
Enter "gconf-editior"
Apps/Panel/Global
Put a check in "Locked Down"

How can I achieve the same in MATE?

(If anyone knows the answer for Cinnamon as well, I'd greatly appreciate that as well. I haven't yet decided on which WM I, or my elderly friends, prefer.)

alt+f2
mateconf-editor
apps -> panel -> global
Put a check in "Locked Down"
