Default gtk3 theme?

Where is the default gtk-3.0 theme located?
I would like to make some minor changes to it, so it seems that I
would want to import the default file and override it with my tweaks.
But I can't find where it is:
My theme has the line: GtkTheme=Clearlooks
but there is no /usr/share/themes/Clearlooks/gtk-3.0

I am running Mint-14

Clearlooks is GTK2 not GTK3

Yes - that's another way of saying that Clearlooks has no gtk-3.0 subdir.

My question is - if the Gtk theme I have specified has no Gtk3 info,
where does the Gtk3 theme come from?

Or I suppose my REAL question is:
How do I start with this default Gtk3 theme (wherever it is)
and make small tweaks to it?
(For example, I have trouble seeing which tab is active in a
Notebook widget, so I would like to customize the Notebook styling.)

Is this the right place to ask this question?
If not, where should I be posting?
