I love the new Cinnamon desktop, however, when I select to use both top and bottom panels, the bottom panel seems to serve no purpose. All launcher icons and active application icons appear on the top panel only. The Cinnamon website clearly shows this option with launchers on the top panel and the active application icons on the bottom panel. Am I missing a setting somewhere?

Hello Herb,
If I understand you correctly, the solution to your issue is very simple.
1.Open any window (ex. Nautilus).
2. Use the Cinnamon Settings panel icon to activate "Panel Edit Mode."
3. Drag your window from your top panel to the bottom panel.
4. Use the Cinnamon Settings panel icon to deactivate "Panel Edit Mode."
