Found this on another forum. Not sure if it fixed the high CPU usage but it did fix the laggy performance issue. Everything is smooth again for me. :D

but i have still problem with cinnamon (after installing ati drivers)

Same issue with my 7850 + latest ATI drivers (downloaded from AMD's website). Any kind of window activity causes cinnamon to chew up 30-90% of the cpu... I have installed mate and will consider using that or using a different Linux distro until this is fixed.

This issue made me think twice about ATI's linux support... I have decided to return my ATI card and switch to NVIDIA. Reports suggest that Nvidia has been improving their driver support and for Linux significantly... while ATI is allocating next to nothing into the Linux department. I have had nothing but problems with the proprietary drivers, and the open source driver does not yet work with the 7800 series. So long ATI.

I still have this issue on Linux Mint 14, which is a shame because I really like the cinnamon interface. So I have gone back to LXDE for the time being. I know it is not a ATI issue since LXDE has the CPU's Idleing.
I also don't think ATI is to blame since ATI atleast provides us the support and open documentation to the driver builders. Nvidia on the other hand gives us Linux users half ass drivers and no documentation or support in building open source drivers. I would rather have a company trying to help open source than stiff arming it. Nvidia has openly said that they will never provide full 3D support for Linux, that is a shame.
Back on topic, I will keep testing as cinnamon gets updated, eventually my main session will be Cinnamon, right?
