How Do I Move Panel Across Monitors?

I am running Mint Maya Cinnamon and have a dual monitor setup with an ATI Radeon card. After much reading I'm discovering Maya Cinnamon and ATI do not get along well and I'm still in the process of trying to get it working the way I would prefer. Unfortunately, many of the threads about dual monitors and ATI are either ignored or no-one knows the answers. A good 50% of the threads I've searched simply don't have any replies.

My main stumbling block at the moment is that the panel sits on the wrong monitor. There must be some simple way to move the panel to the other monitor but it is eluding me. It won't drop and drag, right or left clicking on the panel with or without the Alt key produces nothing, and there is nothing I can find in the settings screen other than moving from top to bottom.

The closest thread I can find on the topic is this one which, as I said, I've tried and it doesn't work for me.

There must be something I'm overlooking but a couple of days trying to fix this has got me nowhere. Can someone please point me in the right direction?

The response here worked for me (Mint 14 Maya)

Right click on Panel, choose Properties, remove the "Expand" parameter, drag the panel over to the other screen.
Again, right click on Panel, choose Properties, select the "Expand" parameter.
