want to have a panel in each monitor

I use two monitors; I would like my bottom panel to be in both monitors but my top panel only in one. Also I want my window lists to be separate for each monitor (show only the windows from own monitor).
Does someone know a combination of settings / applets / extension that could do this? I know it's doable in KDE but in cinnamon I haven't found an extension to do that...
