Sluggish Mouse + Scrolling + Window Moving/Resizing

This doesn't happen all the time, probably 50% of the time when booting the system.

The mouse will not be fluid, neither will scrolling, moving/resizing windows, etc.

I can bounce the box and everything is back to normal.

I did a fresh install of Mint 15 today.

I went so far as to disable effects in Cinnamon. Doesn't seem to help. This is literally immediately after booting, even at the login screen.

It seems random.

For what it's worth, I see similar symptoms recently with Cinnamon 2.x on my OpenSUSE 12.3 system. I'm pretty sure I never saw this behavior before this week when Cinnamon upgraded from 1.8.x to 2.0.x. In my experience, when it happens, it's always after a system boot. I don't think I've ever seen Cinnamon go from normal to sluggish by simply logging-out and logging back in. In my limited testing, I agree that it seems to happen maybe 30-50% of the time following a reboot.

Agreed. It's always after a reboot and that entire "boot" it will be sluggish. I have never seen it transition from fine to sluggish.
