Lowest to highest, logout, switch lockscreen, poweroff.
Currently it is shutdown, logout and lock screen
I like increasing order of importance.
I would even accept lockscreen, logout and shutdown.
The rearrangement could be put into the screen saver settins or even to Themes, (other settings)

Go ahead and do it 
The Cinnamon menu is just an applet, like all the other things on your panel. So you can write your own menu, pick an alternative menu applet that somebody else has already written (perhaps giving you this functionality, I haven't looked at 'em), or adjust the Cinnamon menu applet.
For the latter, the applet is the file /usr/share/cinnamon/applets/menu@cinnamon.org/applet.js. So make a backup of the file and then edit it. Search for "Lock screen" and you will find the lock screen, logout, and shutdown buttons being created after each other. Reorder these code fragments as desired to hack your menu to look like you want.
