made bottom panel too tall, can't fix

Hello! I was trying to resize the height of the bottom panel and accidentally put in a huge number (3240 px I think), so it stretches way off the top of the screen. I can't change it graphically since it's obstructing everything on the screen. How can I change the setting through a terminal? Also how can I open a terminal with a keyboard shortcut, or even better get in a terminal without Cinnamon? Or if there's another way to fix it, that's fine too.
