Caps Lock
If I toggle Caps Lock at the login screen. I am unable toggle Caps Lock off and I have to restart to do. I am unsure with this is a issue with the Cinnamon desktop environment or the OS.

That seems rather strange - I have not come across this in Cinnamon.
Have a look in Settings, Hardware, Keyboard, Keyboard layouts, Options, Caps Lock key behaviour - it should be set to Default although you can try some of the other options.

Could it not be a possible issue with a particular keyboard layout?

I don't know if this could be related to a particular keyboard layout.
I have my Caps Lock key assigned to another function because it often got in the way while I was typing.

After playing around with various keyboard layouts. It seems that this problem is independent of the keyboard layout. Suggestions?
