how do i make all panels dark?

When i click a photo to view it, the panel is a dark color (i like that). How do i get all the other panels to be dark like that? Is that controled by the gtk theme? I'm using mint12 and stock gtk and icons.

PS i know i could just change themes. What is a dark gtk theme that looks exactly like that panel?
