"Locked" Panel Icons Won't Stay on pannel

been having a problem with mint 13 with cinnamon. The aplication icons on my pannel wont stay locked on. every so often when I try to click on a icon it moves all over the place and too the right. This seems to be a bug and I hope it gets fixed soon. I have had the same prob on my lap top as well as desk top. I dident notice this problem in mint 14 but since it dosent work with second life viewers with out crashing instantly as well as evolution mail its not a option to switch to that either.
