Yes, you should create the directory .themes if it does not already exist.

I have updated my Western-Saloon Cinnamon theme guys here http://cinnamon-spices.linuxmint.com/themes/view/235 It is based on Mint-X theme now, but one thing I need your help with: the hover on the update manager, Radio Tray and dropbox does not look the same as on the other panel items How can I fix that

I had a look at your updated Western-saloon theme.

If you go to .panel-status-button:hover section

comment out line 371 - like this:
/*background-color: rgba(80,80,80,1);*/

This removed the dark gray hover background color from the update manager icon (like in your picture).

put in your hover-1 image instead:
border-image: url("hover-1.png") 6;

Save the file and restart cinnamon.
I don't have dropbox or radio tray icons to test those.

The updated Cinnamon theme seems ok, Brahim
The gtk theme does need a little more work on it ... but it's promising

No, I'm no expert, and I wouldn't know where to start with it.
