I have Faenza icons working perfectly with Mint 13 MATE and Mint 13 Cinnamon - but I installed them in a different way,I'd already made backup copies of the individual icon sets from my Mint 12 install and I simply copied them to ./icons (I seem to remember that folder didn't exist in MATE and I had to create it)

nevermind. Installed faenza with the PPA, and they work fine. however, if you drag the tar to appearance window, not all the icones are applied, which is weird. from all the packs i tried, i woulde say 30% of them work, simply by dragging.
anyway, i'm sticking to faenza, since i got it working

I'll walk you through it with a set of Faenza Icons
First I downloaded Faenza Black from here http://horst3180.deviantart.com/#/d41aokd
I right-clicked the downloaded file and chose "Extract here"
I dragged and dropped the extracted file into /.icons - for system wide use use usr/share/icons instead
I opened Menu>Preferences>CinnamonSettings>Themes>Other Settings checked the "Icons" drop down menu and there they were ready to be selected
For MATE the installation is the same but you select them via Menu>Preferences>Appearance>Customise>Icons

My problem solved now. My mistake yesterday is i downloaded the wrong file, i download the source file not the icon theme.
