I was able to get it working... a fair bit of trial and error, and a tip from an Ubuntu post with similar issue...
From a fresh Mint 11 install...
Open Compiz Manger > Desktop > Enable Desktop Cube
Desktop Wall will complain > Disable Desktop Wall
You Compiz & window settings are now hosed > Don't Fret
Compiz Manager should still be open...
Select General > General Options > Desktop Size
Set Horizontal to 4 (Cube) ... set both Vertical Virtual and Number of Desktops to 1
Go back to Compiz > Desktops > Enable Rotate Cube (Don't configure yet)
Now back to Compiz > Effects > Enable Window Decoration (Don't configure yet)
Finally back to Compiz > Window Management
From here enable your standard items such as Move Window, Resize, Maximumize etc....
It wont work yet... but you're close...Now Restart...
It should work from here on and you can enable all the other eye candy as usual etc...

@krulux: brilliant! I had the same issue... it started because I (stupidly) tried to enable both the cube and the wall in compiz.
And as krulux hints at, it doesn't help to just enable the compiz window manager right away -- you still can't move the windows (but that's because you'll have to make compiz the authorized "window mover".
Mine started working without need for a restart.

With me the Windows decorator is on but still no Windows previews.AlbertP wrote:I have found the issue.

Till, I installed Cairo Dock. Now when I place the cursor on top of an icon of a running program I do get a preview. I deleted the panel so I can not check it anymore if it works there, but with the dock it works great.

Make sure the "command" shown after clicking Window Decorator in Compiz is set to compiz-decorator and not gtk-window-decorator.
