Seperate Mate & Cinnamon spins

Is there any talk of seperating the images by specifice DE, where the choice could be to install a clean Mate or Cinnamon environment?

Yes, that is in fact how the next refresh of the LMDE ISOs will be done. A separate ISO for MATE, Cinnamon and Xfce each.
