how do i get the sound setting back

I can suggest a workaround: run in terminal: bluetooth-applet. It will pop up in your sys tray - rightclick it and there you'll find your precious Sound Settings!

Not the bluetooth-applet, u must mean the mixer for pulseaudio...pavucontrol. That applet when loaded in autostart should work. The alternative for alsa only is gnome-alsamixer or alsamixergui.
