This is all native to KDEs Plasma desktop.
Try politeness; people will like you for it.

This is all native to KDEs Plasma desktop.
Maybe. But it does not give a similar, straight user experience as other desktops, instead sort of annoying popups,
links on the desktop do not behave as expected, a menu which follows this Windows concept of favourites...
I gave it a new try by installing KDE-full.
After an hour of setting up and configurating it still didn't fit my needs.
Sorry, it was simply a ... NO.
I'll keep on searching for another solution.

Does someone know how to restart a running Cinnamon desktop?

I agree, switching the desktop context along with the background would be awesome. But not worth switching to KDE for...
