Basics are there in the distro out of the box.
You got a text editor (gedit/Kate or even vim/nano) and compilers.
If you really need a complete IDE to manage huge projects, then, as LostOverThere says, you're smart enough to get information about what IDEs are available for linux and to install them.
It is a bad habit from windows developpers to forget how to compile using a command line... (yes, it is possible, you can even compile C# with a single command)
