Provide a dynamically-updated mirror list for apt

Linux Mint repos need a dynamically-updated mirror list for use with the apt mirror:// method. Ubuntu has a list that is dynamically-generated based on client GeoIP. I'm more concerned about having an updated text file listing by country than a GeoIP version.

I wouldn't be surprised if you didn't know about the feature since it's not documented.
