System Settings and Cinnamon Settings

I have an idea for the next version of Mint Cinnamon. I often have trouble remembering which settings are in "System Settings" and which ones are in "Cinnamon Settings," so why not just put Cinnamon Settings inside of System Settings so they'd both be in the same place and users wouldn't have to open them separately? Or just fuse them and have them all under one name? That would make things a lot simpler for a user who wanted to go into one or the other or both.
