Update to FLAC 1.3.1 in the repos

Hello. Don't know where to ask but FLAC 1.3.1 came out in November of last year. We still have the older version from two years ago in the repos. Can this be updated please.

What would FLAC 1.3.1 do for the average Linux Mint user that 1.3.0 doesn't do? Ubuntu maintainers have backported the security fixes from FLAC 1.3.1 to the 1.3.0 version found in the repositories: http://changelogs.ubuntu.com/changelogs ... /changelog
