I would like a Theme Package To Rule Them All!
At the moment you can download GTK Themes, backgrounds, GRUB Splash etc to customise your Desktop experience.
However, I find it a pain to duplicate what I see on example screenshots as you have to configure so many different things.
My idea for mintTheme is that it would apply all the changes that skin your Desktop in one go.
That way you could make a screencast, then if someone likes it they would only have to download/apply one file to achieve the same effect.

Only some license agreements allow redistributers to repackage the owners material. I foresee legal problems of people with good intentions ripping other possibly copywritten art by mixing and matching collection of packages, all with different license agreements.

I see your point. There is a potential for mixing of licences.
However, it is not the fault of the packaging tool.
Someone could just as easily compress the material (with different licences) a single file and distribute them that way.
Yet there are no complaints about the licence issues with people using compression technology....
This would be a Theme Manager that facilitated the easy installation.
Several Themes with compatible licences could be distributed with Mint and it would be the responsibility of the users not to mix the licences.
A paranoid way around it could be to have a licence check in the tool so you had to tick a box saying what type of licence each of the components were and if you had rights to distribute them.
I believe that 1-click theming of the Desktop would be very popular.
A quick search for 'microsoft desktop themes' shows how much users like it.

For original Mint artwork, this shouldn't be a problem.
A simple mint-file with all the stuff in it.
Kind of like how Shiki Colors Ubuntu package work, although accomplished in another fashion.
