creating new users

When I create a new user, from the GUI, I am given the option to make him a "Desktop User" or an "Administrator". I think it would be convenient if "Desktop User" did not get all the applications found under Startup Applications turned on by default. Specifically: Hardware Drivers, and mintUpdate do not make sense for this user.

Sorry, my bad. 
I started with Daryna-GNOME, and have been running LM main (GNOME) LTS since Felicia. All the GNOME versions up to the latest (should) have this?
I do not know how other editions expose background system tasks, but I would suspect they will all have something similar.
