In Mint 15 Mate, The Keyboard Preferences Layout Options setting does not seem to work properly so I wanted to post a suitable solution for this issue.
Open Terminal, and type:
sudo dpkg-reconfigure keyboard-configuration
You will prompted on the last page of the setup screen to enable or disable this setting.
Simple and effective, hope it helps someone who is not a Linux enthusiast work more comfortably on such a great operating system.

Thanks. I can confirm that this still works on Linux Mint 17.3. Surely, this configuration is going to be written to some text configuration file(s), and I wonder where that is.
