I frequently have to leave my desk, sometimes quickly and it would be very useful to have a "Lock Screen" launcher. I know the keyboard shortcut but you can't simply add ctrl+alt+l to the launcher command. This may seem minor to most but it would be very helpful to me. If anyone knows how to create one I would appreciate it if they would share that information. Also knowing how to create a shutdown launcher would be a nice bonus.

Hi,
I did this for a Lock Screen launcher in LM14 mate:
Right-click the desktop > Create Launcher
Fill in the fields:
Name: Lock Screen
Command: mate-screensaver-command --lock
(two dashes before lock)
Click the icon in the window and navigate to a suitable icon (I used /usr/share/icons/Mint-X/actions/48x48/gnome-lockscreen.png)
Click ok
Can left-click the launcher and drag to panel if desired.
The options I have in Control Center > Screensaver are -
Screensaver theme > Blank Screen
"Lock screen when screensaver is active" is checked.
I have the slider for "idle" over to the far right.
For the shutdown:

I use Linux Mint 16 Petra with Cinnamon 2.0
This is how I do it..
open 'system settings' and look under 'preferences.' open the 'hot corners' icon.
I use the upper right corner. When I 'bang it' with my mouse, screen locks!
Use 'custom' with the command 'cinnamon-screensaver-command -a' and that will do it.

Thank you for the help. I don't have the "hot corners" option under preferences, maybe because I am using Mate but that is okay because the solution suggested by caribriz is exactly what I was looking for and is working perfectly. Thanks again for the help.

Why don't you use the keyboard shortcut to lock your screen? The default key combination should be CTRL+ALT+L but you can assign a different key combination through the "Keyboard Shortcuts" application in Menu-Preferences.
