First goto synaptic package manager and go to Settings - preferences - Files-
Tempory files and select "Leave all downloaded packages in the cache ".

Then go to the cache folder /var/cache/apt/archives.
Here you find all applications packages downloaded with apt.

Now you can copy them to another partition or burn them on a cd disk.
So you don't have to download them again after a complete reinstall.

There's also a tool in Ubuntu/Mint repository called APTonCD to creade an ISO image of your downloaded .deb packages.

APTonCD is a tool with a graphical interface which allows you to create one or more CDs or DVDs (you choose the type of media) with all of the packages you've downloaded via APT-GET or APTITUDE, creating a removable repository that you can use on other computers.
