I am currently learning or teaching myself how to develop websites. I am looking to make a website in which people can easily send letters to their representatives in the Us Congress. I have seen websites in which all one has to do is enter there area code and their representatives in both the house and senate are pulled up and one can easily send them a message by either entering their own message or forward a preset message having to do with a certain piece of legislation one may want their representatives to support. I am wondering if anyone knows how a developer goes about utilizing the necessary tools in order to make this happen. The reason being it is obviously going to make it easier for people to contact their reps via this method rather then having to look them up individually and then email them using a email program or web based email like gmail or yahoo. My problem is that I have no idea what tools are needed in order to implement this type of feature on a website. Obviously it has something to do with linking and searching the databases on websites for the house of representatives and the senate, and then pulling the necessary information about their reps onto a form in a webpage that can then be easily submitted by simply pressing a button on the webpage to send the letter to their rep. If anyone knows how this is done or can point me in the right direction I would be very thankful.

Wget the website or look through their source code to see if they are using any external Government Databases; if they are, they will no doubt be publicly available
--allowing you to setup your own website/database interface
