I have two questions:-
1. CAPS LOCK - I want to make caps lock beep whenever it is used - can't find answer anywhere. Any suggestions?
2. NUM LOCK - Although I have configured PC to boot with NUM LOCK on, Linux (Mint Daryna) does not carry this forward once system is running. I prefer to boot into operating system with caps lock ON. Any suggestions?

You need to go to Accessability in Control Center and activate sticky keys. You may need to "import" the settings
Num lock is always on for me - I suppose you mean that num lock should be on not caps lock
