i found out that once Mint (or any linux) was installed , i am unable to use the Reset/Refresh feature (loaded from recovery partitions) of Win8. anyone has an idea how to fix it.
Windows says that a needed partition for the Reset is missing but i know i have deleted none of them.
does Linux modify the boot partition (sda1) where maybe Win8 need it?

I don't believe there is any way to do this "re-enable" once you have messed around with the partitions -- because the reset function expects the original partitioning scheme to be intact. If you were to remove the Mint partition(s) and restore the original partitioning scheme, it MIGHT work, but there's no guarantee.
