Persistent USB install from Windows

Is there any way to do a persistent Mint install on a USB pendrive from Windows directly (without booting from a Live CD)?

Thanks for the link. I tried both. Neither worked. I even tried to install ubuntu since the instructions for the second link were written for ubuntu.
I'm trying a 3rd option now...not sure if anyone's attempted this.
I would like to install from a Live USB to another USB stick. My only concern was the option "Install boot loader". My laptop has safeboot install on the windows partition and I want to be absolutely sure it will not touch my windows partition. Last time when I tried to dual boot, I almost lost all the data.
